1.New entry into Japan from overseas (resumed from March, 2022)

[IMPORTANT]   New entries of foreign nationals (except for tourist purposes) into Japan and issuance of a visa for Japan from all countries has been resumed from March, 2022 under the New Border Measures (27).

Under the New Border Measures (27), receiving organizations located in Japan such as universities are required to submit a prescribed application to the government of Japan for their international student on the Entrants, Returnees Follow-up System (ERFS) before your visa application.

After receiving organizations complete a prescribed application on ERFS, the system will issue a certificate for completion of registration online. Then, organizations will e-mail a PDF file of the certificate to their students. A photocopy of the certificate will be required to be submitted to an/a embassy/consulate of Japan as part of visa application documents.

Since an ERFS prescribed application will require personal information indicated on your passport, TUAT International students who is going to newly entry into Japan should submit information necessary for ERFS application via the google form below.

* We will proceed an application only for students who is officially approved their enrollment by the University. If you are still under admission process, please wait for receiving an official approval from the faculty / graduate school you are applying for.

* TUAT will submit an ERFS application for student whose necessary information is completed on the google form. Please note that TUAT will send a certificate for completion of registration from ERFS to your e-mail account which you will input on the above google form. We will also e-mail detailed information, which you need to prepare before your travel to Japan, to the e-mail account after you submit the google form.

[NOTE]
Please make sure that you obtain a Certificate of Eligibility (COE) before your ERFS application. For those students who have not obtained a COE from the Immigration Bureau yet, please proceed with your COE application at first.

2.Re-entry of foreign nationals into Japan who possess a status of residence in Japan

 If a person with a status of residence in Japan has departed from Japan while holding a re-entry permit (including a deemed re-entry permit) and if s/he re-enters Japan, his/her entry will be permitted under certain conditions.

Important notice regarding entry and re-entry into Japan

Regarding entry and re-entry into Japan, additional epidemic prevention measures for COVID-19 are required for all travelars. Thus, there are additional documents which travelers must prepare for prior to travelling to Japan. Please refer to 2 below for details.

If one violates the epidemic prevention measures described in the “Written Pledge” of (2) below, his/her name, nationality, personal information that contributes to the prevention of infection spread will be made public; in addition, his/her status of residence in Japan may be subject to the procedures for revocation and s/he may be subject to the procedures for deportation based on Immigration Control and Refugee Recognition Act of Japan . Please be sure to abide by the contents of the Written Pledge.

▼Additional quarantine measures required for all travelers who entry / re-entry into Japan▼

(1) Obtaining a certificate of testing for COVID-19 (designated format), a negative test result of pre-entry testing conducted within 72 hours of the departure time from the departing country

(2) Submitting a “Written Pledge” (designated format on the MHLW website below) completed by the person

(3) Undergoing a testing for COVID-19 at the arrival airport in Japan

(4) Reporting your health condition , etc.to the Health Monitoring Center for Overseas Entrants (HCO), Ministry of Health, Labour and Welfare (Please refer the HCO website ”To Anyone Entering/Returning to Japan”)

◆ TUAT “Guidelines for International Students’ Entry/Re-entry into Japan” ◆

  Regarding international students’ entry/re-entry into Japan, please prepare for your travel to Japan after ensuring all the conditions on the following guidelines are fulfilled.

Submission of International Student Temporary Departure from Japan Notification

If you plan on returning to your country temporarily, please be sure to submit the “International Student Temporary Departure from Japan Notification” in advance (you can submit this notification through Google Forms from the link below).

[Important] Currently, due to the spread of COVID-19, the government's restrictions on entry into Japan and epidemic prevention measures, etc. are frequently updated; and related responses frequently change as well. If there is an additional government announcement, etc., we may individually contact the students who have submitted the International Student Temporary Departure from Japan Notification and their supervisors about necessary measures, etc. Therefore, please do not forget to submit the notification.

Checklist: Must Follow When Travelling for Japan (Including Re-entry into Japan)

When entering/re-entering Japan from overseas, please comply with the precautions ① to ③ below. (These are compliance matters set by Ministry of Health, Labour and Welfare of Japan. Be sure to follow them.)

NEW 〔Transportation from the arrival airport in Japan to your home/accommodation to quarantine〕After arriving at an airport in Japan, you are able to use public transportation to travel to your self-quarantine residence/accommodation (hotel, home, etc.), only if the transfer can be completed within 24 hours from the on-arrival test. Also, you have to use the shortest path to the residence/accommodations.

〔Important〕 Please note that you are not allowed to stop elsewhere during transporting to your residence/accommodation. Also, after arriving at your self-quarantine residence/accommodations, you are not allowed to use public transportation during your self-quarantine period under any circumstances.

NEW 〔self-quarantine〕For 7 days from your arrival in Japan (for 8 days counting from the next day of your arrival day in Japan), self-quarantine in the place of your residence/accommodation (hotel, home, etc.) and refrain from going outside unless absolutely necessary, such as seeing a doctor at a hospital.

〔Important〕 The length of self-quarantine period can be shorten according to whether you obtain a valid COVID-19 vaccination certificate which meets the requirement of MHLW below, as well as, you will take a voluntary test during your self-quarantine period. Please check the details on the MHLW website below.

(Reservation of a self-quarantine accommodation for new entry students)
Students are required to reserve a hotel room for their self-quarantine via the administration office of the faculty/graduate school you belong to (listed below) prior to traveling to Japan, unless student will re-entry into Japan and already have their residence in Japan. Students are required to bear cost for their quarantine including hotel fee. However, the university may provide a financial support which will partially cover the cost. Details such as how to make a reservation and estimation of the cost will be informed after ERFS prescribed application will be completed.

③ For 7 days from your arrival in Japan (for 8 days counting from the next day of your arrival day in Japan), measure your body temperature and observe your health conditions every day. You may also be required to report your health conditions to the Health Monitoring Center for Overseas Entrants (HCO). Please see rules which you have to follow during the self-quarantine mentioned on HCO website below.
