Travel advisories regarding overseas travel due to the escalating tensions in the Middle East
April 9, 2026
To all students and faculty members
Trustee for Governance and Global Strategies
Currently, the situation in the Middle East is rapidly escalating, and the Ministry of Foreign Affairs has issued a "Warning Regarding the Strictenness of the Middle East Situation (Wide-Area Information)." In response to this, we hereby notify you of the following regarding overseas travel procedures and safety measures at our university.
Students and faculty members are urged to prioritize their own safety and act cautiously.
1. Travel to the Middle East
Travel to countries and regions (such as Iran, Israel, and neighboring Gulf countries) where the Ministry of Foreign Affairs' hazard information has been raised to Level 3 (Travel Suspension Advisory) and Level 4 (Evacuation Advisory) is strictly prohibited for any reason. (*Refer to Ministry of Foreign Affairs website https://www.anzen.mofa.go.jp/)
In addition, even if the hazard information level is below the above, please refrain from traveling to neighboring countries (Saudi Arabia, Jordan, Azerbaijan, etc.), including the relevant region, for safety reasons.
New travel: If you plan to do so, cancel or postpone it immediately.
Use as a stopover: Avoid air routes with stopovers in the Middle East due to the risk of sudden flight cancellations or airspace closures.
2. For those planning to stay in or travel to areas outside the Middle East
On March 22, local time, the U.S. State Department suggested that U.S.-related facilities around the world may be targeted. Even in Europe, the United States, and Asia outside the Middle East, pay close attention to the following:
Gather the latest information: Always check the latest local security information through the Ministry of Foreign Affairs' "Overseas Safety website" and press releases.
Avoid dangerous areas: Stay away from U.S.-related facilities, military facilities, government facilities, religious sites, demonstration sites, and other areas where unforeseen events are expected.
Be cautious: Taking photos and videos of military facilities and attack damage sites is strictly prohibited as it may lead to problems such as being suspected of espionage.
3. Thorough implementation of administrative procedures and communication systems.
When traveling abroad, please be sure to follow the procedures below.
• Notifications and applications to the university
Students must submit the prescribed "Overseas Travel Notification" or "Study Abroad Application." Faculty and staff must ensure that all necessary travel procedures are completed without fail.
- Travel registration / Residence registration
Registration with the Ministry of Foreign Affairs' [Tabireg] (https://www.ezairyu.mofa.go.jp/tabireg/index.html) (for stays of less than 3 months) or "Residence Registration" (for stays of 3 months or longer) is mandatory.
·Confirmation of safety
In the event that you encounter trouble while abroad, or if the situation makes it difficult to return to Japan, please report it immediately to the emergency contact number and the local Japanese embassy or consulate.
・Overseas travel insurance
As a general rule, current students should enroll in the Gakkensai Incidental Overseas Travel Insurance "Incidental Marine Studies". For faculty and staff, please purchase insurance that covers "treatment and relief expenses" sufficiently.
