[Important] Class Operations in the Event of Natural Disasters

In light of the response to the typhoon and heavy rainfall that occurred in June,
the university has decided to revise its policies regarding class operations during natural disasters.

1. Handling of Remote Classes


 Previously, when classes were suspended due to natural disasters, all classes—including remote classes—were uniformly canceled.
However, in order to ensure the required number of class sessions, classes that can be conducted remotely will be held by switching to an online format.

  Classes that are already conducted remotely will, in principle, be held as scheduled.

 Classes that are conducted in person may be switched to remote delivery as necessary.

 Please follow instructions from the course instructor via the LMS or other official communication channels regarding how classes will be conducted during natural disasters, including whether they will be switched to remote format.

 If you are unable to attend a class, please follow the instructions provided by the course instructor regarding any make-up measures.

 In line with this change, the measure applied when the criteria are met will be changed from class suspension to campus access restriction (i.e., in-person classes will not be conducted).


2. Changes to the Timing of Decision Criteria


 Previously, decisions regarding Periods 1 and 2 were based on the situation as of 6:00 AM on the day.
 This has now been revised so that decisions regarding campus access restrictions for Periods 1 and 2 will be based on the situation as of 5:00 PM on the previous day.

 If it is determined at 5:00 PM on the previous day that there is a high likelihood that warnings will be issued, a notice regarding campus access restrictions will be posted on the university website and the SIRIUS bulletin board on that day.


3. Changes to Decision Criteria


(1) Flood Warnings for the Nogawa and Sengawa Rivers

 Due to changes in the Japan Meteorological Agency’s disaster prevention weather information system, the previous flood warnings have been replaced by river-specific flood risk alerts.

 For flood risk alerts for the Nogawa and Sengawa Rivers, Level 4 is not considered to pose an immediate danger to commuting to the university; therefore, campus access restrictions will not be implemented solely based on a Level 4 alert .

If a Level 5 alert is issued, campus access restrictions will be implemented.


(2) Campus Access Restrictions Based on Warning Issued in Kokubunji City


 Previously, warnings issued in Kokubunji City were not included in the criteria for class suspension.
 However, in consideration of the impact on students commuting to the Fuchu Campus, campus access restrictions will now be implemented when a Level 4 warning is issued in Kokubunji City.


4. Temporary Heavy Rainfall Situations


 Warnings may be issued due to temporary heavy rainfall. However, if it is determined that safety is not compromised and that classes can be conducted without disruption, campus access restrictions may not be implemented .

 If campus access restrictions are implemented, an official notice will be issued by the university.
If classes are conducted as scheduled, no notice will be issued.


5. Handling of Intensive Courses


 Since intensive courses are conducted across multiple consecutive class periods, a class may already be in progress from a previous period when campus access restrictions take effect.

 Intensive courses that are scheduled to begin during restricted periods will not be conducted in person.
 However, if a class has already been in progress from a prior period, it may continue at the discretion of the instructor , with due consideration for safety.

 Please follow the instructions of the course instructor.


6. Use of Campus Facilities under Campus Access Restrictions


 When campus access restrictions are implemented, club activities and the use of campus facilities will not be permitted.

  Laboratory activities during restricted periods are, in principle, not permitted . However, if activities such as experiments are already in progress prior to the affected periods, or if essential duties such as caring for living organisms are required, please prioritize safety and act in accordance with your supervisor’s instructions after consultation.

 Students who are already on campus will be allowed to remain in designated classrooms if necessary to ensure their safety.

1. Base point in time

① Morning lectures, etc. (1st to 2nd period) → judged based on the situation at 5:00 pm in the previous day
② Afternoon lectures, etc. (3rd to 6th period) → judged based on the situation at 10:00 am
③ Lectures, etc. in the 6th and 7th period of the Department of Industrial Technology and Innovation, Graduate School of Engineering → judged based on the situation at 3:00 pm

* "lectures, etc.” here refers to lectures and periodically scheduled examinations (the same shall apply hereinafter).

2. To access the related information

◆ Status of emergency warnings/warnings issuance
 → Japan Meteorological Agency (Tokyo: Warnings and Advisories)

◆ Operation status of trains
 → JR EAST (Kanto Area)   
   Keio Line (Train Status Information)

3. Lecture cancellation criteria

Lectures scheduled to be held at Fuchu Campus will be cancelled:

Lectures, etc. will be cancelled if any of the following (1) to (3) applies.

(1) When a Level 5 (Emergency) Warning for any of the following—heavy rain, storm, blizzard, heavy snow, or similar conditions— is issued for Fuchu City, Koganei City, or Kokubunji City in Tokyo

(2)When a Level 4 or higher warning for any of the following—heavy rain, flood, storm, heavy snow, or blizzard—or a Level 5 river flood alert is issued for Fuchu City or Kokubunji City

(3)When two or more of the following railway lines are suspended* due to the impact of a natural disaster.

・JR Chuo Line (between Shinjuku Station and Tachikawa Station)
・JR Musashino Line (between Fuchu-Honmachi Station and Musashi-Urawa Station)
・Keio Line (between Shinjuku Station and Keio Hachioji Station OR between Chofu Station and Hashimoto Station)
* "suspended” here refers to the suspension of service within the routes shown in (  ) of each Line.

Lectures scheduled to be held at Koganei Campus will be cancelled:

Lectures, etc. will be cancelled if any of the following (1) to (3) applies.

(1) When a Level 5 (Emergency) Warning for any of the following—heavy rain, storm, blizzard, heavy snow, or similar conditions— is issued for Fuchu City, Koganei City, or Kokubunji City in Tokyo

(2)When a Level 4 or higher warning for any of the following—heavy rain, flood, storm, heavy snow, or blizzard—or a Level 5 river flood alert is issued for Koganei City

(3)If the train route of JR Chuo Line (between Shinjuku Station and Tachikawa Station) is suspended* due to natural disasters

* "suspended” here refers to the suspension of service within the routes shown in (  ) of each Line.

4. Class Operations under Campus Access Restrictions

- In-person classes will not be held .

- Remote classes will, in principle, be conducted as scheduled .

- Classes that are normally conducted in person may be switched to a remote format as necessary.
 Please follow instructions from the course instructor via the LMS or other official communication channels regarding how classes will be conducted during natural disasters, including whether they will be switched to remote delivery.

-If you are unable to attend a class, please follow the instructor’s directions regarding any make-up measures.

-For classes offered by partner institutions in joint education programs (e.g., Iwate University, Tokyo University of Foreign Studies, The University of Electro-Communications, Waseda University, etc.) and by the constituent universities of the United Graduate School of Agricultural Science (Ibaraki University and Utsunomiya University), please follow the policies of each respective university.

**Intensive Courses**
  Intensive courses scheduled to begin during the periods subject to campus access restrictions will not be conducted in person.

  I f an intensive course is already in progress from a period prior to the restriction, the class may continue at the instructor’s discretion , with due consideration for safety.
 Please follow the instructions of the course instructor.

5. Others

  • When campus access restrictions are implemented, all extracurricular activities will, in principle, be suspended.
  • When campus access restrictions are implemented, the use of campus facilities will also, in principle, not be permitted. Students are therefore requested to refrain from coming to campus.
  • Laboratory activities during periods subject to campus access restrictions are, in principle, not permitted.
  • However, if activities such as experiments are already in progress prior to the affected periods, or if essential tasks such as caring for living organisms are required, please prioritize safety and act in accordance with your supervisor’s instructions after consultation.
  • Students who are already on campus will be allowed to remain in designated classrooms, as necessary, to ensure their safety.
  • For fieldwork, off-campus surveys, or practical training conducted outside the university, please consult the course instructor.
  •  In addition to "3. Campus access regulation criteria" above, there are cases in which TUAT cancels lectures, etc. if deemed to be necessary to ensure students’ safety. In that case, we will notify you through the TUAT website: Lecture cancellation by disaster.
  • If lectures, etc. are not cancelled by the university, however you will be absent due to unavoidable circumstances, such as public transportation routes between your residence and university are suspended due to natural disasters, please submit a "notice of absence due to specific reasons" *.
