1) Qualifications and Conditions
1.1) Major Field of Study
Information technology or other engineering fields related to the
application of IT offered by the Departments (Department of Computer and
Information Sciences as the principal department and the following
IT-related departments: Department of Mechanical Systems Engineering;
Department of Electrical and Electronic Engineering; Department of
Biotechnology and Life Science; and Department of Applied Chemistry) at
the Graduate School of Engineering at TUAT
1.2) Number of Applicants to be Admitted
Eight (8) applicants will be admitted.
1.3) Academic Supervisor
Refer to the TUAT Researcher Database to search for your desired academic supervisor. Specify the name of the two academic supervisors (indicate your first and second choice) on your application form. You need not to contact him or her in advance before making application. Applicants who have passed the initial screening (screening by application materials) must get in direct contact with their desired supervisor for consultation upon acceptance. Successful applicants of the initial screening will be notified personally on how to contact their academic supervisor.
1.4) Academic Background
Applicants must be graduates from a four-year college/university of an Asian country with outstanding academic records. Those who expect to graduate and have a bachelor’s degree or its equivalent conferred by September 30, 2010, may also apply.
The Japanese government has established a grade point average (GPA) system. Applicants are required to have achieved a GPA of 2.0 or higher in the past two years and 2.5 or higher in the most recent one year. Refer to the table and the formula on the next page to calculate your GPA.

1.5) IT Skill Examination
Applicants are advised to take the information technology engineers examinations [*1] conducted in their home countries before coming to Japan.

Those examinations are based on the skill standards for IT engineers. The Information-Technology Promotion Agency (IPA) takes initiatives in promoting mutual authentication of the IT examinations conducted in Japan and in other Asian nations and regions. IPA has signed a memorandum of understanding with those Asian partners.
1.6) Japanese Language Proficiency
Applicants are recommended to have attained at least the Japanese Language Proficiency Test Level 3[*1] by the time of application and preferably Level 2[*2] before arrival in Japan.

The examinee has mastered grammar to a limited level, knows around 300 kanji and 1,500 words, and has the ability to take part in everyday conversation and read and write simple sentences. This level is normally reached after studying Japanese for around 300 hours, which is equivalent to completing an elementary course.
[*2] Japanese Language Proficiency Level 2
The examinee has mastered grammar to a relatively high level, knows around 1,000 kanji and 6,000 words, and has the ability to converse, read, and write about matters of a general nature. This level is normally reached after studying Japanese for around 600 hours, which is equivalent to completing an intermediate course.

1.7) Nationality/Age
Applicants must have the nationality of a country which has diplomatic relations with the Japanese government as of October 1, 2009. Applicants must be persons arriving in Japan from countries overseas to enroll in this program who were born on or after April 2, 1975. Those who have Japanese citizenship as of the time of application are not eligible for application.
1.8) Health
Applicants must be physically and mentally healthy.
1.9) Arrival in Japan
Applicants are expected to come to Japan on a date specified by TUAT between October 1 and October 7, 2010.
1.10) Other Notes
- Incumbent military personnel or persons with civilian military personnel status are not eligible for application.
- If you fail to arrive in Japan by the specified date, your acceptance will be canceled.
- Those who have previously studied as Japanese government scholarship students are eligible to apply after a period of at least three years of educational or research experience in their home countries after having returned from Japan.
- A grantee of a scholarship from an organization other than the Japanese government will not be nominated as a Japanese government scholarship student.
- Those who are applying for a Japanese government exchange student scholarship as recommended by a Japanese embassy or for any other scholarship program operated by another Japanese university are not eligible for application.
- If a prospective graduate fails to graduate by September 2009, his or her acceptance will be canceled.

Information Sessions on the Program prior to applications will be held in the fall (from August to November) of 2009 in several countries in Asia.
2.1) Initial Screening (Screening by Application Materials)
2.1.1) Application Period
Applications must be received between Thursday, October 1, 2009 and 17:00, Thursday, November 19, 2009 (All dates and times are given in local Japan time and must be strictly observed.)
2.1.2) Documents to be Submitted
- Application form for the 2010 Academic Year* -- 1 original copy
- Field of Study and Study Program* -- 1 original copy
- Either one of the followings: (1) Certificate of enrollment from college/university currently attended; or (2) Certificate of graduation (or expected graduation) or diploma from college/
university (undergraduate or graduate) last attended -- 1 original copy
- Transcript of academic records from college/university (undergraduate or graduate) last attended covering most recent two years of enrollment -- 1 original copy
- Photograph (4.5 cm x 3.5 cm, taken within last six months, from the waist up, full-faced and uncapped; with name and nationality
written on the back; and attached to the application form) -- 1 photo
- Documentation objectively ascertaining your Japanese language proficiency (Certificate of Japanese Proficiency Test, or other related document) -- 1 original copy

Please note the following points:
- The above documents should be typewritten or printed either in Japanese or English, using A4-size paper (210 x 297mm). (Those written in other languages should be accompanied with a Japanese or English translation.)
- All the above documents should be correctly completed and submitted before the deadline. Otherwise, application will not be accepted.
- For documents 1, 2 and 7 above, use the prescribed forms.
- All the submitted documents will be retained by TUAT and will not be returned.

2.1.3) Mailing Documents

2.1.4) Announcement of the Initial Screening Results
The results of the initial screening (screening by application materials) will be notified to applicants directly or via the office personnel of the applicants' home college/university on or after Wednesday, February 4, 2009.
2.2) Second Screening (Screening by Interview)
The second screening will be conducted for those who have passed the initial screening. This will be an interview session in the applicants' home countries. Details including date and time, venue, etc., will be notified to successful applicants of the initial screening.

2.3) Graduate School Entrance Examination
Successful applicants of the second screening will get admitted to TUAT from October of 2010. They will first enroll in the University as “Japanese language training course students” for six months. It is mandatory for them all to take and pass the entrance examination for the master's course program at the Graduate School of Engineering at TUAT, which will be held in January 2011.
3) Program Description
3.1) Features of the Program
Prior to the start of their education in Japan, TUAT will provide preparatory on-site Japanese language training for prospective students in their home countries. This training aims at relieving concerns about studying in Japan by improving their Japanese language proficiency through intensive Japanese language courses offered before their arrival in Japan. Further education and training on the Japanese language and culture will be provided to the students upon their enrollment at TUAT. They will spend their first six months at TUAT pursuing Japanese language training course, getting themselves ready for their life on campus from April of next year.
In addition to courses offered as part of the regular curriculum at the Graduate School of Engineering of TUAT, the Asia Engineering School provides special IT lectures that make use of educational materials newly and jointly developed by TUAT, industrial consortium members and companies participating in the project. A variety of Japanese language education programs are also available besides specialized courses. These programs are aimed at allowing students to acquire Japanese language proficiency at least equivalent to the Japanese Language Proficiency Level 1 by the time of the completion of the program.
All students will participate in a long-term internship at Japanese companies during the program to experience and grasp Japanese business culture on a first-hand basis. Students are expected to complete their two-year master’s course in spring, the season when Japanese corporations offer greater job opportunities for university graduates than at other times, at the end/beginning of the fiscal year.
3.2) Curriculum
Specialized education lectures employ materials equivalent and compliant to the skill standards Levels 2 to 4 in software development (ITSS) and embedded software development (ETSS) established by the Information-Technology Promotion Agency (IPA). Students are required to take IT engineers exams twice, at the time of enrollment and of completion, to ascertain their IT skills in Japanese.

3.3) Japanese Language Education Programs
3.3.1) Preparatory Japanese Language Education in the Applicants' Home Countries
A preparatory on-site Japanese language education will be offered to successful applicants after the second screening in the applicants' home countries during summer, prior to their arrival in Japan. Through intensive language training, the applicants with basic Japanese language knowledge at the time of application will be able enhance their language proficiency to an adequate level before their coming to Japan in October 2010. Successful applicants will be notified of how and when the training will be implemented.
3.3.2) Preparatory Japanese Language Training in Japan
During the first six months of their enrollment at TUAT from October 2010 to March 2011, students will participate in the Japanese intensive courses as Japanese language training course students. By acquiring academic Japanese language needed for their educational and research activities as well as knowledge on Japanese culture and customs, they aim to reach higher proficiency level of the Japanese language prior to entering TUAT’s Graduate School of Engineering in April 2011.
3.3.3) Business Japanese Training
After enrollment, students will learn business Japanese that will be essential for them to join Japanese companies after completion of the program. They will also acquire skills necessary in finding employment at Japanese companies while overcoming linguistic disadvantage. Making much use of role-playing exercises, this intensive training course provides students with opportunities to learn practical business Japanese and help them build up their career in Japan.
3.3.4) Japanese Business Practice Training
This course is intended to train students and make them ready for participation in business activities immediately after joining a company. Students will learn Japanese corporate culture, business manners, and words and phrases for business, all of which are necessary for working in a Japanese environment. Advice on job searching is also offered.
4) Scholarships and Finances
4.1) Scholarships
TUAT will recommend students joining the Program to MEXT as Japanese government scholarship students.
4.1.1) Scholarship Period
Two and a half years from October 2010 to March 2013. This period will not be extended for any reason, such as for repeating a year.
4.1.2) Monthly Stipend
Scholarship students will receive a monthly stipend of ¥155,000 for the first six months of their first year and ¥157,000 for the next six months of their first year and after (amount subject to change). In the event that a scholarship grantee takes a leave of absence or fails to attend classes for a considerable period, his or her scholarship provision will be suspended.
4.2) Travel Allowance
One-way travel to Japan will be provided. Return airfare will not be provided.
4.3) Tuition and Fees
Entrance fee and tuition will be waived for those who are selected as MEXT scholarship students.
4.4) Housing

5) Other Notes
- Students are not allowed to take the doctoral course immediately after completing the program.
- You may not apply for any Japanese government scholarship student program operated by another Japanese university.
