Research and Education Center for the 2002 21st Century COE Program

To support the strategic development of world-class centers of research and education and to promote the development of universities that can compete at the highest level of international education, the Ministry of Education, Culture, Sports, Science and Technology launched the "21st Century COE Program: Strategic Support for the Formation of World-Class Centers of Excellence in Research and Education" in FY2002 based on the principle of competition through a third-party evaluation process.
This program receives applications from university presidents regarding their plans for developing centers of research and education, such as proposals for graduate school doctoral degree programs. It then divides those proposals by discipline and has them evaluated by a third party. Awards are grants to the selected programs. Grant recipients are selected not by the Ministry of Education, Culture, Sports, Science and Technology, but based on examinations and evaluations performed by the 21st Century COE Program Committee, a body managed by the Japan Society for the Promotion of Science (JSPS).
